ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
The project “Production alternatives and disposal of cotton by products and associated crops in Mozambique” called the “Beyond Cotton” Project is the result of a partnership between the WFP’s Center of Excellence Against Hunger in Brazil, the World Food Programme in Mozambique, the Brazilian Cooperation Agency and the Brazilian Cotton Institute. Designed to support local development in rural areas and to address both structural and economic barriers to accessing and affording a nutritious diet, supporting the capacity development in national institutions, to strengthen results on the most vulnerable population in Mozambique. This project is community based and builds upon existing structures, including provincial government (SETSAN, Ministry of Health, Ministry of Education, Ministry of Agriculture) to provide strategic guidance, local authorities (IAM, Schools) to provide technical assistance, and the extensive network and Agricultural Extension Agents (TEA) to support programmed implementation. The project “Beyond Cotton” will contribute to Sustainable Development Goals and support the Government’s Year Programme, WFP Country Strategic Plan, and multiple other national strategies in Mozambique.
JOB PURPOSE
The purpose of the assignment is to coordinate the overall project in collaboration with IAM, Ministry of Agriculture, Ministry of Health and SETSAN to ensure that this project, which is multi-sectoral and will include multiple ministries, is well coordinated and the framework of integrated programming impressed upon its members. Likewise, the project coordinator will liaise with WFP units involved at Country office to support the implementation of the activities in their respective areas and with Sub-office to guarantee effective progress during the project implementation.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Nutrition or related field, with an emphasis on community nutrition, public health nutrition, Social Behavior Change and Communication (SBCC), or First University degree with additional years of related work experience or trainings/courses.
Experience: Minimum of five years’ experience designing/managing/implementing multi-sectoral programs. School Feeding Programme experience will be consider an asset.
Language: National Professional: Fluency (level C) in English language and the duty station’s language, if different.
KNOWLEDGE AND SKILLS
Strong understanding of the food security and nutrition context, gender inequalities and agriculture development in Mozambique.
Demonstrated significant expertise providing technical assistance on nutrition to the field project team and government staff.
Demonstrated ability to work effectively with a wide range of partners with varying interests and priorities.
Prior experience in the Mozambique food security and/or nutrition sector desirable, preferably including experience at the community, district, sub-national and national levels.
Excellent inter-personal, communication and facilitation skills.
KEY ACCOUNTABILITIES (not all-inclusive)
The key responsibilities for this position are as follows:
Facilitate the technical, operational and financial execution of the Country Project at the national level, in the prioritized areas;
Act as Executive Secretary of the meetings of the Project-Country Committee and will be in charge of the organization and the necessary arrangements for holding such meetings;
Supervise the field actions and training actions of the Country-Project, ensuring its quality, efficiency and effectiveness and the execution of the Project according to the standards, methodologies and procedures established by the WFP;
Prepare minutes of technical documents necessary for the execution of the Country Project in coordination with the Beyond Cotton Project team and in accordance with the approved Annual Plans;
Prepare minutes of the Annual Operational Plans, Semiannual Progress Reports and other operational and monitoring and evaluation documents of the Country Project, as well as Terms of Reference for missions and mission reports of the Project, in accordance with the provisions of this Project Document;
Perform other functions that, within their specialty, are required.
Oversee the technical direction of the project.
Coordinate with WFP units involved in this project, including support units (logistics, procurement, finance and administrative units), maintaining a regular communication and closed collaboration between them to ensure an integrated and coordinated approach in the interaction with government, partners and at field level.
Provide guidance and technical support to the Project in line with policies and strategies of the Government of Mozambique on nutrition, agriculture, gender & social protection, including WFP Country Strategic Plan.
Contribute to programme implementation learning and monitoring and evaluation through active collaboration with project teams.
Responsible for supervising the project activities, including assessments, food dispatches and
distributions, and reporting.
Responsible for coordinating with counterparts (cooperating partners, local governments, etc).
Oversee programme assistants with the implementation of programmatic activities, including the preparation of the field level agreements with WFP cooperating partners, as well as direct supervision of field monitors and preparation of reports.
Contribute to the learning agenda by writing project background documents, briefs, and presentations, including carrying out relevant literature reviews, landscape analyses, and data analysis.
Foster technical capacity building of field staff through technical updates, training opportunities, exchange visits, literature sharing, etc.
Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners in the field.
