JOB DESCRIPTION
CARE Mozambique Country Office (CO) has been responding to emergencies and currently in preparedness mode as it is in a region that has been affected with Cyclones. The Country is prone to emergencies and therefore require full preparedness including on staffing matters. In addition, the CO has recently undergone a Finance and PS functional review process and the new structure is now in place and being implemented as key staff are now recruited and orientation being provided at different levels. The Finance Manager will be key to support the after on boarding capacity building and ensure new staff recruited are given the required-on job training and capacity building support to stabilize in their new roles. The position will provide overall leadership and knowledge transfer to the CO finance team.

The Finance Manager is responsible for supporting CARE Mozambique new finance team, especially Sr Finance Manager, Accounts Coordinator and Awards & subawards Coordinator to in a process to ensuring financial health and viability by ensuring good financial planning and management as well as overall compliance with CARE, donor and government rules and regulations at the Country Office level. The Position is also expected to support the CO Sr Finance Manager to ensure a proper day-to-day financial operation at the Country Office level; implementing CARE’s financial systems to provide effective support to the Country Office. He/she works closely with the CO Sr Finance Manager to plan, direct, and for providing quality financial services to all projects, units, and staff in the CO. The Finance Manager reports to the DCD- Operations, works hand in hand with CO newly recruited Sr Finance Manager to ensuring that to ensure that partnership is developed between finance, programs, and administration.

Responsibilities:
Team Leadership and Functional Management
▪ Play an advisory role to the Sr Finance Manager in preparation of any required presentation to be made during SMT meetings and providing finance leadership, and input to management decisions as required, ▪ Capacity building of the Mozambique finance team to improve AP performance which is currently below expectation ▪ In coordination with CO Sr Finance Manager and using your experience and expertise, prepare a comprehensive approach for Balance sheet cleanup for the remaining balance sheet accounts including grants and contracts balances for closed fund codes and implement the same to ensure C-MOZ books meet the already set organizational standards ▪ Ensure that other stakeholder interests e.g. donor reporting, statutory compliance is met, ▪ Ensures that all of the key responsibilities of the CO HoF role are delivered during this 3-month assignment at same time ensuring proper knowledge transfer to the CO finance team.

Knowledge transfer and Capacity Building
Build the capacity of the new finance, through day to day on-job training and knowledge transfer and grants/contracts staff and ensure that CARE Staff fully understand what is expected of them and able to apply the learnings, and properly equipped to manage awards and sub-awards according to best practice, policies, and procedures.

Strategic Management and Planning
Ensure that CARE Mozambique is provided with the financial management analysis and support necessary to accomplish its strategic objectives, ▪ As a senior manager, ensure effective collaboration with all department/unit heads and support them with their financial planning processes. Participate in strategic & operational planning at CO level as appropriate, contributing personal expertise in financial management; and contributing to regional level discussions on CARE’s financial management practices, operating model, etc.

Policies, Procedures & Systems
Ensure that the day-to-day financial operations of CARE Mozambique are run smoothly, and that financial operations are properly and accurately recorded, documented, controlled, monitored, and reported, according to organizational, donors and Country policies and best practice. ▪ Ensure that the Country Office finance system operates correctly and is being used effectively by CARE staff (both finance team and customers) ▪ Ensure that all required internal controls are followed and continuously identify ways of tightening them in the light of the high risks for fraud in Mozambique;

Budgeting and Forecasting
Forecast to confirm the availability of financial resources and work closely with CO Sr Finance Manager to maintain CO Master Budget updated to enable CO SMT to take appropriate actions, ▪ Ensure on going statutory audits, internal and donor audits are conducted in a timely and professional manner and cooperating with both external and internal auditors

Awards & Sub Awards Management
Ensure effective end-to-end Awards & Sub-Awards management is carried out, ensuring full compliance with Donor requirements, CARE International policies & the laws of Mozambique, ▪ Ensure that all contract budgets are comprehensive and accurate and updated in the financial management system and reflect the current status ▪ Ensure that all grant reports are made on time and accurately and that Shared Program costs are allocated as per CARE USA Policy, ▪ Ensure that CARE’s policies and procedures for Sub- Awards management are carried out, liaising with accountable managers to trouble-shoot any challenges.

Qualifications:
Bachelor’s Degree in accounting, Finance or Business Management or related field
Fully Certified Public Accountant (CPA and / or ACCA)
At least five years as a Finance Manager or equivalent experience
At least 8 to ten years’ experience working in the developmental and / or humanitarian sector specific technical experience in budgeting, accounting, financial reporting, grants/contracts management and business management
Well-known experience in staff capacity building and knowledge transfer stills
Working experience on PEOPLESOFT system managing the End-to-End AP process
Demonstrated experience with financial troubleshooting and audit
Thorough understanding of financial accounting, reporting, and grants and contracts management processes
Relevant donor policies and procedures
Very strong business partnering skills with ability to influence CO senior staff
Team player- willing to work with country office teams to achieve desirable results
Good communication skills both oral and written in English
