Maputo (Mozambique)
JOB DESCRIPTION
BACKGROUND
The country Office in Mozambique is entering a new programming cycle covering 2022-2026, fully aligned with the UNCF for the same time period. As part of its new programme cycle, and taking into account the evolving situation in the north, UNDP is expanding its engagement on the civil works front, in support of the delivery of different areas of its mandate. Over the past programming cycle, UNDP supported the Government of Mozambique on infrastructure as part of its support to the health sector, with the construction and/or rehabilitation of laboratory facilities, health centers, and warehouses notably. As part of the post-cyclone support in the central and north provinces, through its Mozambique Recovery Facility, UNDP also engaged in rehabilitation and reconstruction of public buildings (schools, administration, markets etc.) as well as resilient housing. More recently, as part of its support to the Government of Mozambique, UNDP has engaged in a “stabilization” programme focusing essentially on the 6 districts to the extreme north east of the province of Cabo Delgado affected by violent conflict and undergoing a military operation.
Based on the evolution of the country context and taking into account the increasing and continuous needs of Mozambique on the rehabilitation and reconstruction front, whether in post conflict or in post disaster response, UNDP is intending to reinforce its support on the infrastructure front, fully grounding its work in building back better principles. As UNDP is meant to provide integrated responses, its support on the infrastructure front responds to 2 additional elements: (i) its operational work on the ground is meant to be in direct link to policy related support on issues of reconstruction and planning, as well as on disaster risk reduction. (ii) infrastructure engagement of UNDP in communities is also required to integrate to other programming components such as livelihood and economic recovery, information management etc.
Since 2019, UNDP in country has expand its footprint to cater for the above-mentioned evolution in its programing. As such, a field office was setup in 2019 in the province of Sofala, to ground the delivery of the post cyclone response Mozambique Recovery Facility. in 2021, a full fledge sub-office was setup in the norther province of Cabo Delgado, to enable UNDP to respond to new and urgent requests from the Government for support to the conflict and IDP situation in that province.
In response to the growing number of construction projects in the country, as well as to the requirement of keeping infrastructure programming integrated to and fully serving the delivery of program components, UNDP intends to recruit an infrastructure Team Leader able to develop the infrastructure portfolio in full coordination with the program teams and program imperatives.
The Team Leader will work under a matric management arrangement, reporting to the Resident Representative as well as to the Head of the Pemba Sub-Office. S/He will be responsible for managing and training a team of National Engineers and ensuring the implementation of timely and high-quality civil works and rehabilitation projects in Mozambique under the responsibility of UNDP. S/He leads and guides the team of regional engineers in Mozambique and fosters collaboration within the team and with other partner Agencies consistent with rules and a client-oriented approach. S/He works in close collaboration with programme and project teams in the different locations, other UN Agencies. S/He will support the RR engagement with Government officials and partners on infrastructure program development. The Team leader will work in close relations with the technical officers in charge to monitor and supervise the contract management processes in the Sub offices and advise management on best practices to take corrective measures when needed. 70% of Infrastructure Team Leader’s portfolio will cover the project activities in Pemba Sub-Office and 30% of the portfolio will cover the project activities in Global Fund and MRF in Beira.
